Q. What is the ordinance on parking your car on the street overnight?

A. Overnight on-street parking is prohibited on any city street between 2am and 6am. This information appears on a large sign at all the entrances to the city. Fines for this violation range from $15.00 to $50.00 depending on the number of days the violation is paid in full. Unpaid parking violations may result in court action being taken against the vehicle owner by the Lowell Police Department.

 

Q. Can I get a permit to park on the street overnight?

A. Residents with specific hardships can come to the department and apply for a permit to park on the street overnight. After reviewing the hardship, a permit may be issued. These permits are issued for limited time periods and must be regularly renewed. In an effort to assist the Department of Public Works with snow removal, please note that no parking permits will be issued from December 1st to April 1st, unless there are extenuating circumstances, which will be determined by the Chief of Police.

 

Q. How do I obtain a permit to purchase a handgun?

A. First, you must reside within the City Limits of Lowell. To obtain a pistol purchase permit, you must come to the Lowell Police Department and complete an application form that includes information necessary for department personnel to conduct the required background checks. You will also have to take a 15 question true/false test. After you have completed the form and taken the test, the permit will be issued pending a background check, which is usually completed while you wait.

 

Q. I am applying for a securities license or job that requires me to be finger-printed for their background checks. Can I have my fingerprints taken at the Lowell Police Department?

A. Yes. You can have your fingerprint impressions taken during office business hours, (8:00am to 5:00pm M-F). For residents of the city, there is no charge. If you live outside of Lowell, there is a $10.00 charge per card.

 

Q. Can I have a vehicle in my driveway or yard that runs but I don't have a current license plate on it?

A. No. The inoperable vehicle ordinance states that all vehicles must be in operating condition. Operating condition not only refers to mechanically operational, but with a current license and insured

 

Q. How do I obtain a Personal Protection Order?

A. You must go to the Kent County Courthouse, at 180 Ottawa Ave NW in Grand Rapids, to the Personal Protection Order Office. At this office you will be given instruction on making application for a PPO. There is a nominal fee for this document and you do not need an attorney for this process.
